School must be in the USA. And be highly reccomended... State Of The Art. Is there a list available of such schools?

If you're looking for prestige, the Vermont Academy of Floral Design is well known and respected. Here is a link to their home page: http://www.vafd.com/
You will find that most certifications come from workshops and seminars held by Master Florists, either through their own shops or at venues scattered across the country. Some Master Florists do some spectacular event, like designing for Disneyland or the Rose Bowl Parade, or a celebrity wedding, and spend the rest of their careers, not in floral design but in instruction. Many make instructional videos (and do not discount these; many are excellent).
Prestige is earned. Membership in a number of floral designer associations like the AIFD (American Institute of Floral Designers) doesn't hurt. These are the letters you see Master Florists display after their names, like AIFD, AAF, FMSD, etc.
